First, upgrade from bullseye to bookworm, then use Samba from backports, that will get you a very recent version of Samba.
Second, unless you have some reason to to be still using SMBv1, add these lines to your smb.conf:
Then turn off and disable nmbd, restart smbd
Your wins messages should now have stopped.
