I did something similar a long time ago. It had two ultra bright LEDs inside, one red, one green; a four-position switch; and batteries.
The switch was wired so that position 1 was off, and position 4 was green only. Position 3 was red and green together, and position two was red only.
The switch was operated by a person with a watch. They turned it to position four, then at various times clicked down to three, then two, showing green, then yellow, then red.
At the time I could have built it with a microcontroller, but a manually operated switch was easier, and much, much preferred by the people who were going to use it.
