AIUI The default AE tuning will always increase exposure first, and then turn to gain when it's hit the maximum exposure.
You could tweak the tuning file, which you should find at /usr/share/libcamera/ipa/vc4/imx708.json
The contents should be very similar to https://git.linuxtv.org/libcamera.git/t ... .json#n170, and that block sets up how "normal" exposure mode should sequence controlling shutter and gain. Drop the two 60000 and 120000 to 30000 and it should never exceed 30ms exposure time.
Sadly libcamerify is a little limited in being able to control aspects of libcamera and the camera pipeline, so it does compromise in a lot of places.
