I wrote this part of the tutorial just yesterday. I tested exactly this because I thought exactly the same thing. However, the Raspberry Pi 5 with "only" bcm2712-rpi-5-b.dtb, bootcode.bin and config.txt would not boot to the kernel. The boot menu with the Raspberry error appeared every time. Of course I will correct it if I can do without the other files. I will test it again...
