You shouldn't need a password when using sudo.
Are you actually using RaspberryPi OS?
Or some other 64bit OS?
Easiest fix would be, grab another SD card.
Install the latest PiOS 64bit offered by Pi Imager.
Boot to that and then try the Bluetooth.
If that works, setup Arduino.
If that works, then it is up to you to decide to fix the other OS image, or move your files and setting over.
A new image is much quicker than random ChatGPT answers.
