The second one only provides the raw cell voltage. No dc-dc converter to provide 5 Volts.

So option 1..? I don't quite understand what W.H. Heydt means about the third option there are two options.

The "And" clause could be interpreted as a third option. You probably should have said

With
...

Anyway, since these products exist they should have reviews. The reviews should help steer you to the right choice.

Don't forget to calculate the Wh you need for operation, and the Wh provided by the battery. Both of those look rather anaemic.
