What am I missing? Has it been made impenetrable?

Have you gone through the official Raspberry Pi documentation pages here? They provide complete build instructions for rpicam-apps.

Maybe a CMake system as used in MJPG Streamer.

We use the meson build system, it's quite a bit simpler to use, maintain and extend than CMake. Again, all instructions are listed in our documentation page linked above.

EDIT: I should also mention, you don't even need to build rpicam-apps yourself. They are packaged in the full Raspberry Pi OS image, as well as being available through apt!
