2. Connecting to a hotspot on a phone is no different than connecting to any other Wi-Fi Access Point such as on a Wi-Fi router. The documentation section of this web site has details of how to do that. Also the internet is awash with tutorials but be aware that most of them are outdated and are not applicable when using the latest version of RPiOS (Bookworm).
