Troubleshooting • Broken firmware Raspberry Pi 5 4gb

I use my raspberry pi as a personal server for projects and tinkering, its always connected using ethernet, uses Raspbian Lite 64bit.

Yesterday I tried creating an hotspot and I was able to but it was very unstable, after a while the ssid disappears from the list etc. I found out that the output of

Even after a new install of the full OS! phy#0 is always in country 99. Is there a way to fix it or is it a broken firmware?
