The 3.3V rail should be disabled when powered off.
But only if the EEPROM configuration includes "POWER_OFF_ON_HALT=1".
Perfect, I have the POWER_OFF_ON_HALT=1 and just tested with the 3.3V and it's working fine !
aBUGSworstnightmare idea ( if I understand it well) with GPIO and a script turning it on at boot time is smart, but using the 3.3V is simplest and works perfectly for a power button led :)
using 3.3V gives you on/off, gpio-led would allow for 'signalling' other events in addition.
