When you boot an image for the first time, we have no way of knowing which modules you may need. So by default, the 'most' setting scans for all the modules that could potentially be useful in initramfs. It has has minimal impact on boot time and doesn't hurt the system in any way to include them. After that initramfs has been generated, I switch the setting to 'dep', which checks for modules you actually use. This allows you to switch to alternative filesystems without having to re-generate initramfs, use other ethernet adapters, unusual input devices and so on.

We could limit support and ship the initial initramfs with a pre-defined list of modules, or even none at all. I'm not against that, but the current choice seemed the safest. It prevents issues like "I'm using a pi zero with an ethernet adaptor and it can't mount my NFS root" and then us having to adjust the list any time somebody has trouble with an obscure device.
