Tested PHP with only one pool, my pool. Did not fix PHP access problem. I may test by changing the user id in the www-data pool.
PHP on the Pi had CGI installed so I uninstalled that to remove one difference but no change.
Tested with latest Nginx. Did not fix PHP access problem. Will restart with the older Nginx supplied in the Pi OS.
For some unknown reason, PHP FPM is ignoring the user id specified in the pool.
