If the Pi is sitting on the desk in front of you then it doesn't matter which way it boots up, manual or auto.
If the Pi is remote, you want it power up without the button.
Yes, a setting to select which way it works would be nice but in that absence it has to auto-power-up by default for the reasons above.
Bearing in mind that even when its waiting for the button to be pressed, it is actually already running and to read a setting it would have to run even more.
