That sounds similar to something I make/sell. It's targeted at the CNC Maker market for open source grblHAL (32 bit CNC motion control software) but has a lot of what you are talking about.

It can handle 9 opto isolated inputs via screw terminals, 16 5V digital outputs (10 via screw terminals), 7 relay coil drivers via screw terminals, SDCard, I2C and SPI. Plus it also has a header for a WizNet W5500 ethernet adaptor (can use for SPI) and daughter cards for I2C and UART. It uses shift regs to get around the pico pin limits.
The Pico2 should be a straight drop in with a recomple.
