Noticed this problem about a week ago so I was pleased to see this thread appear.
I installed the sdk using the current pico_setup.sh on bookworm and have the same problem, a fresh picotool appears in /usr/local/bin.
I also noticed early on in the install that it said libusb wasn't installed so usb support wouldn't happen.
I thought pico_setup.sh was supposed to take care of everything. The tui questions near the end of the install could do with a bit more text, I have no idea what it meant by a login shell for serial with regard to the installing the sdk, seems pretty random, its an sdk not an ide.
