Or, you could simply put a DHCP and DNS server on a Pi to serve your network and be done with mdns. DNS/DHCP is deterministic and prescriptive, while mDNS, as you've discovered, can sometimes have issues. Also, "mDNS" and "management" in the same phrase is, well...amusing
