An out-of-the-box commercial solution is Unifiedremote
It should work via bluetooth, although it is long time ago that I used that. Last time I looked at it in detail was when I asked developers for 64-bit version as the ARMv6 version for RPI didn't work on 64-bit RPiOS.
I don't know if it works with Wayland. Sure it works on X11, I use mostly KDE that works. That said, a non-commercial solution kdeconnect I like more, but don't know if that works via bluetooth. Anyhow, if you want to write an Android App, then write an Android App.
