I don't believe so but haven't check the directory paths established when the virtual environment is activated. When Python is run under sudo it typically looks at system level directories. This means if you drop the virtual environent, you will have to install your modules using 'sudo pip'. Best to check on the Python discussions https://discuss.python.org/. You can also likely get more insight into using sudo with venv.
