If you have nothing else plugged into the Pi 4 it will consume around 600mA when idle, and perhaps 1.2A when stressed. Your PC USB port can probably provide that, in which case you'll be fine to just plug the Pi 4 directly into the USB port.
If you have any additional hardware attached to the Pi then the additional current needs to be accounted for. If it's only a few mA or tens of mA it's probably not a worry.
