Troubleshooting • Updates not installing -- clock not synchronized

I have two recently setup Pis (a 4B and a 5) running

6.6.28+rpt-rpi-v8 #1 SMP PREEMPT Debian 1:6.6.28-1+rpt1 (2024-04-22) aarch64

Both tell me there are updates available but will not install because the clocks are unsynchronized. I noticed that the clocks were off by quite a bit -- behind by over an hour. I've ensured that both are running NTP and pointed to the same NTP service on our LAN (192.168.13.1) and I ran "ntpdate 192.168.13.1" on both systems. Basic installs work fine. (I hadn't previously installed "ntpstat" and was able to on both systems.) "ntpstat" tells me the same thing: unsynchronized. Subsequent "ntpq -p" commands on both showed that they were synced with the NTP service at stratum 3 and small offsets. However, "ntpstat" is still reporting that the clock is still unsynchronized. The "date" command shows the correct date/time but clicking on the updates panel icon and selecting "Install updates" still returns the same "unsynchronized - cannot install" error message.
