Great. Well, Pi Pico would work for this. And Arduino Pro Micro. Both can be programmed to act as USB devices, so once we have figured out how to read the keys you can program the micro to behave as a USB keyboard and generate keypress events in response to the buttons changing state. If the PCB can not be made to work at 3.3V then we need a level shifter for the Pico, or alternatively use the Arduino as it runs at 5V natively.

Humour me please and edit the attached image and resubmit it. I assume you have been checking continuity with your meter by touching the solder pads of JP1 (shown in the image) and the various points on the PCB. Could you please label the solder points for JP1 in the photo with the pin numbers you have been using? Don't think too hard about it, just use Paint or something and put numbers 1-14 on or next to the pads. Thanks.
