Raspberry pi's do not support Windows, even if some people have managed to install windows on them.

You can connect from a Pi to a Windows machine with RDP though not with the MS version of the RDP client. And you can remotely connect from windows to a Pi running a linux OS with one of many VNC remote clients you can install on windows.

If you want to run a flask website almost any pi will do, though I would say you need at least a Pi 4 with 2GB is recommended since you want to run a DB server on it too.

You won't be able to run MS SQL Server on a Pi, but you can run other RDBMS on it like Maria DB, PostgreSQL, etc.

You can't run any of the office apps on a pi. You can try playing with getting them to run with Wine, but it's more trouble than I'd care to deal with. You can use the online version of the office tools from a PI with a browser.

If you really need to run windows and all those other MS tools, I recommend you get an old laptop with at least 4GB of RAM and call it the day. If you really want windows 11, you'll be more restricted as it requires newer hardware, but if you can do with windows 10, an old laptop is just fine.
