I would:
1) Disconnect everything from the Pico
2) Power it back on by plugging in a USB cable
3) Check if you have 5v and 3v3 outputs - if not change the USB port on your computer and try another cable
If you do have both supplies:
1) Remove the USB cable
2) Hold the Pico button down
3) Power on by plugging in USB cable - make sure this cable has the data pins connected and is not a 'charger / power' cable
4) Keep the button pressed down for a few seconds (up to 10 seconds) - if the computer does not recognise the board try once more in a different USB port and cable.
